First-Time Home Buyer Programs in Arizona

With a metro median around $370K, Tucson is one of the few real cities where first-time programs still bridge the full gap. Here's what's actually available in Pima County.

HOME Plus (statewide, the headline program)

Run by the Arizona Industrial Development Authority, HOME Plus pairs a mortgage with down payment assistance (structured as a forgivable or deferred second loan, depending on the option) for qualifying buyers statewide — Tucson included. Income and purchase-price limits apply, credit requirements are mainstream, and you must use a participating lender. For many first-time buyers in the $250–400K band, this is the program that turns renting math into owning math.

The federal stack

FHA loans — 3.5% down with flexible credit; Tucson's price point keeps most starter homes under FHA limits. VA loans — zero down for eligible veterans and service members; with Davis-Monthan AFB here, VA is a major lane in this market and local lenders know it cold. USDA loans — zero down in eligible rural areas; parts of the metro fringe (outlying Sahuarita, Vail, and Marana pockets) can qualify — have a lender check the specific address, not the city name.

How to stack your plan

Talk to a participating HOME Plus lender first (they'll screen you for everything else in the same conversation), pull your credit early enough to fix surprises, and budget for the desert-specific items in our buying guide — a tired roof or A/C can turn a good first home into a hard one.

After closing: the first-month kit

The down payment is not the last check. Budget for the unglamorous first month: locks rekeyed, a basic tool kit, cleaning supplies, and the small hardware every new place turns out to need. Most of it is cheapest as a bundle — browse new-home essentials before the closing date, not after.
